The Black-Color Meeting traditionally takes place on Pentecost Sunday, usually starting at noon and ending when the gathering disperses (mostly in the evening / when it gets dark) and splits into clubs to continue the celebration. Drinks should be brought along, and ideally, trash should be disposed of by oneself. In addition to the goth crowd, there are also quite a few punks present, and one should expect that the cathedral vinyl tourists will be snapping photos, which is just part of the experience.
Experience has shown that the Cologne police regularly check in, but they often take a relaxed approach to the whole thing. Although there have been bans on certain areas in the past, this has not occurred in the last 5 years. Nevertheless, one should still behave appropriately.
The meeting has now been taking place for 20 years and is a small alternative for many to WGT or RUHRPOTT RODEO. There is no organizer / responsible party (everyone is therefore solely responsible for themselves) and it costs nothing, but it is always fun. It's really just about meeting people, having a good time, and sharing a few beers together. The meeting point is behind the cathedral, where the Roman-Germanic Museum is located; the usually quite large crowd should already be visible.
